However, in Peru, significant gaps persist in public mental health financing. From De-Mentes, <span style=\"color: #2289a3\"><strong>we present a new research report that analyzes gaps in public mental health financing and highlights the structural challenges that continue to hinder the implementation of the community-based care model<\/strong><\/span>.<\/p>\n<p data-start=\"217\" data-end=\"647\" class=\"translation-block\">Although the mental health budget has doubled between 2019 and 2025, <span style=\"color: #2289a3\"><strong>budget allocation remains limited and continues to fall significantly below international recommendations<\/strong><\/span>. Public spending on mental health in Peru accounts for just over 2% of the health sector\u2019s budget, despite international organizations recommending an investment of 5% to 10%. This underinvestment directly affects the coverage, quality, and equity of services, with a disproportionate impact on the most vulnerable communities.<\/p>\n<p data-start=\"217\" data-end=\"647\" class=\"translation-block\">Furthermore, the analysis reveals a <strong><span style=\"color: #2289a3\">concerning disconnect between what is established in the regulatory framework and national policies, and what is effectively funded<\/span><\/strong>. Public spending allocation does not reflect government commitments or align with established priorities; instead, it reveals a <strong><span style=\"color: #2289a3\">continued focus on individual clinical care, at the expense of key actions such as promotion, prevention, and rehabilitation<\/span><\/strong>. The analysis also identifies regional disparities in per capita spending and access to care, as well as a lack of effective intersectoral coordination, particularly with key sectors such as education and labor.<\/p>\n<p data-start=\"217\" data-end=\"647\" class=\"translation-block\">Another key finding of the report is that <strong><span style=\"color: #2289a3\">regional governments manage nearly 70% of the budget allocated to mental health, yet effective mechanisms are lacking to adequately oversee how these resources are used<\/span><\/strong>. This lack of monitoring and follow-up prevents a clear understanding of the actual impact of public investment and limits the ability to address inefficiencies or inequalities in spending implementation. This is further compounded by the urgent need to <strong data-start=\"2079\" data-end=\"2153\"><span style=\"color: #2289a3\">strengthen technical capacities and transparency in regional management<\/span><\/strong>, which is essential to ensuring decentralized and equitable mental health care.<\/p>\n<p class=\"translation-block\">Our research concludes that, despite regulatory advances, current public financing still does not reflect the priorities of the reform. <span style=\"color: #2289a3\"><strong>There is an urgent need to redirect funding toward a sustainable and<\/strong> <strong>equitable community-based model<\/strong><\/span>, prioritizing public health and incorporating mechanisms to measure intersectoral spending.<\/p>\n<p><a href=\"https:\/\/dementes.programate.pe\/wp-content\/uploads\/2026\/06\/Informe-de-investigacion-l-Brechas-financiamiento-publico-salud-mental-Peru.pdf\" target=\"_blank\" rel=\"noopener\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-27092 aligncenter\" src=\"https:\/\/dementes.org.pe\/wp-content\/uploads\/2025\/06\/Informe-de-investigacion-l-Brechas-financiamiento-publico-salud-mental-Peru-1_page-0001.jpg\" alt=\"\" width=\"236\" height=\"295\" \/><\/a><\/p>\n<p>This report seeks to provide concrete evidence to support dialogue among key stakeholders from the State, civil society, and citizens. Bridging the gap between discourse and investment is an urgent and collective task.
